What CLB 7 means in PTE Core
CLB 7 requires at least Listening 60, Reading 60, Writing 69 and Speaking 68. Notice that the four targets are not the same number. Writing and Speaking sit higher than Listening and Reading, which surprises people who expect one round figure. As with every level, your lowest skill sets your official CLB.
Where CLB 7 is enough, and where it is not
CLB 7 meets the minimum for the Federal Skilled Worker stream and lets you into the Express Entry pool. Meeting the minimum is not the same as being competitive. Draw cut-offs are usually well above the floor, so a profile sitting at CLB 7 often waits a long time. If your other factors are average, moving up to CLB 8 or CLB 9 is usually the most reliable way to raise your CRS.
Planning your target
Decide your goal before you book. If CLB 7 clears a specific program you qualify for, aim to pass each skill with a small buffer above the cut-off. If you need a competitive CRS, plan for CLB 8 or 9 from the start. See the PTE Core CLB chart for every level in one place.
